While the Elixir Buff is active, dealing damage activates the "Satisfied Battle Mania" buff, granting 9 health, 9 stamina, and 9 mana regeneration for 3s. Each additional hit refreshes the duration of that buff; however, once it runs out, the "Unsatisfied Battle Mania" debuff will suspend any health, stamina, and mana regeneration for 10s.
